China's government is dominated by the Chinese Communist Party, the military, and a branch of government known as the State Council. The Communist Party is the most powerful group. All people who hold middle to lower level positions in the party or the government are called cadres or ganbu. The Communist Party. China remains a one-party state. A number of minor political parties exist, but they have no power. Millions of Chinese belong to the Communist Party, but members make up only about 5 percent of the total population.
